The Ministry of Justice and Courts Administration (MJCA) is the principal government agency responsible for the administration of justice and the courts system in Samoa. We play a central role in upholding the rule of law and ensuring all Samoans have access to fair, efficient, and modern justice services.
Our work spans court administration, legal services, corrections and enforcement, land and titles, policy development, and the management of justice infrastructure across both Upolu and Savaii.
Org Structure →The Ministry of Justice and Courts Administration was established under the Judicature Ordinance and successive legislation to administer the justice system of Samoa. It operates under the oversight of the Minister of Justice and is accountable to the Parliament of Samoa.
Our formal mandate is to ensure the efficient administration of all courts and tribunals in Samoa, provide legal and policy advice to Government, manage corrections and community-based justice services, and uphold the rights of all people under Samoan law.
We serve both islands of Samoa — Upolu and Savaii — through our offices in Mulinuu, Apia and Tuasivi, Savaii.
